Preheat oven to 350 degrees F. Spray baking sheet with non-stick cooking spray
In a large skillet over medium heat, cook the ground beef 5-7 minutes, drain excess fat if desired. Stir in salt, pepper, garlic powder, paprika, ground cumin, and chili powder. Cook for 2 more minutes
Mix in the taco sauce, refried beans, and diced chilis and heat through
Making 2 pies, place two tortillas sided by side and spread a thin layer of meat mixture on each tortilla about 1/4 cup. Top meat mixture with about 2 tbsp shredded cheddar cheese on each pie. Add another tortilla on each pie and spread on another thin layer of meat mixture and cheese. Repeat this 2 more times ending with thin layer of meat mixture and cheese on top
Place pies on prepared baking sheet and bake for 10-15 minutes or until cheese is melted and desired tortilla crispiness is reached. Top with sliced jalapenos, diced tomatoes, and taco sauce if desired
